Oregon Foreclosure Avoidance Program

Gives Homeowners the opportunity to meet with their lender to negotiate a foreclosure avoidance measure.

  • Resolution Conference required prior to judicial or non-judicial foreclosure proceedings
  • Ends "dual tracking" process
  • Homeowner must be "at risk" - able to show hardship or in default on mortgage
  • Grantor (homeowner) or Beneficiary (lender) requests resolution conference (first notice then sent)
  • Grantor must pay a fee ($175) (reduced fee for low income grantors) within 25 days
  • Grantor must meet with a Housing Counselor (Local Agency for Clatsop, Columbia and Tillamook Counties is Community Action Team, Inc.)
  • Grantor and Beneficiary exchange documents
  • Resolution Conference within 75 days of first notice

"Home Rescue" Mortgage Payment Assistance

The program will assist homeowners struggling to pay their mortgage in two ways – through monthly mortgage payments (up to 12 payments with a maximum benefit of $20,000), and a reinstatement payment to bring mortgages current (up to $15,000).

Homeowners interested in the programs can apply online by visiting www.OregonHomeownerHelp.org. The website features an eligibility questionnaire and instructional video to help people learn more about the program and guide them through the application process.

In addition to the monthly mortgage payment assistance program, we have three Loan Preservation Programs:

PROPERTY TAXES:

If you own your home outright, free and clear, back taxes could be paid.

LOAN PRESERVATION:

If you are behind on your mortgage, this could get you caught up.

REVERSE MORTGAGE:

If you have a reverse mortgage and you are behind on your axes and insurance, this program could get you caught up.

For each of these, you have to illustrate that you can take over the future payments. Log on to:

To qualify for any of these prorgrams, applicants must be able to demonstrate at least a 10% reduction in projected 2016 income compared to any tax year between 2009 and 2015. Additional information about eligibility requirements and the program can be found at www.OregonHomeownerHelp.org. Every two weeks the program opens a limited number of application slots that remain open until filled. The program opens new opportunities to apply every two weeks. At noon until all program funds have been exhausted. This program aims to provide assistance to 3,500 homeowners across the state. Funding for Home Rescue is provided by the US Treasury’s “Hardest Hit Fund”, which allocated $220 million to Oregon in 2010 and an additional $94.5 million in 2016 to administer foreclosure prevention programs.
